On roll call ayes Varner, Wruck, Willis, and Lind. Remove Garner Hall Roth has been in contact with ECIA. They have experience submitting grants to tear down buildings such as Garner Hall. In the grant you have to specify what material is going to be salvaged and where the material is going. At 10:00 tomorrow, he will be meeting with ECIA and a Quad City company that specializes in the salvage material. This company will identify what could be salvaged. The State is encouraging the City to apply. Varner questioned whether we could incorporate the sign into the new building. Wruck was wondering if anyone from the Historical Society was going to be there. Roth stated that the council had expressed interest in saving the sign. They will see what they can do. Fahlbeck was wondering about asbestos removal. Roth stated there is funding in the grant for an asbestos study and removal. Special Meeting to Appoint a Council Member The council has 60 days from the date of Mike McManuss resignation September 9 to appoint a new council member or call for a special election. Roth stated they can do one of 2 things: 1. Appoint a person; 2. Call for a special meeting. Someone from the community can petition for a special election. If you dont appoint within the 60 days, the County Auditor calls for a special election. It was the consensus to hold a special meeting tomorrow night at 7:00 to decide what to do. Umbrella 28E Mutual Aid Agreement Houzenga explained that this avails every agency in Clinton County to help anyone in Clinton County. This would be for use of personnel or equipment Fire and Police Department, Public Works Departments. Emergency Management is asking all municipalities to adopt this. Fahlbeck stated he noticed we would have to pay overtime. Houzenga said if the overtime was going to really be extreme it would probably be due to a disaster and that could get reimbursed by FEMA. Hilgendorf has been contacted by Emergency Management as to what equipment they have and he has a list of what other towns have. Houzenga was asked if they would go to Fulton. He stated it would probably be the HEAT team that would go and Schutte said it would be really rare for them to respond. Moved by Willis, second by Varner to approve a Resolution Approving an Umbrella 28-E Mutual Aid Agreement for Clinton County Emergency and Public Services. On roll call all ayes. City Attorney Donnelly wanted to wish all of the candidates Good Luck. Roth commented that he had received a phone call from Planthabers. They will get the garage removed next week that had been in a fire last spring. He had received a phone call from a gentleman in Anamosa that sells recording equipment to record meetings using specialized software. There would be individual microphones. He will be getting Tom a price. He also has had contact with an individual concerning health insurance and he will be getting quotes. He has handed out budget worksheets to the department heads. LED signs have been ordered for the crossing guards. Fahlbeck wanted to remind everyone about Pack the Pantry this Saturday, November 7. This is a great thing for the city and the community for those in need. Donations may be made to Clinton National Bank and any non-perishable food may be taken to any of the local establishments. He would like to wish all of the candidates Good Luck. We need to get the community going forward. Varner did not appreciate being accused of doing things illegal at the debate and at the last council meeting. He would like to see the Mayor and Council go forward. Willis wanted to wish all of the candidates Good Luck. Houzenga wanted to bring up the fact that the intersection of 49th Avenue/9th Street is not a 4-way stop. There are large trees at that intersection that make it difficult to see. He would like the city to make it a 4-way stop. Roth stated an ordinance needs to be placed on the next agenda. Everyone thought it was a good idea. He also commented that the LED crossing guard signs will be lit when they are held up and they turn off when they are put down. Willis was wondering if the city should put warning signs stop ahead at 9th Street/49th Avenue. Hilgendorf though he had some of those signs. Hilgendorf stated 16th Avenue is almost done. Determann has promised that 8th Avenue will be done. He got an estimate from Determann for 7th Avenue from Washington Blvd. to 9th Street 3 inch mill for $22,018. He would like the council to give him OK to contact Determann and have them put this on their list for next spring. Charlie Blount wanted clarification on Iowa Code 364.25 retirees insurance. He stated Labor Relations did not rule on this. Roth informed him that you can provide it but you cant put it in a contract. Tom White wanted to thank the city for getting the stop signs for the crossing guards. He was wondering if the city could put a crosswalk on 6th Avenue when you turn off 11th Place so parents dropping their kids off there wont stop and block the walkway. Hilgendorf said he had the paint and they could do it. At 6:35 PM, being no further business, the Mayor declared the meeting adjourned until November 4, 2015 at 7:00 PM for a special meeting.
